What Energy Has Actually Cost
Every year since 1998
Almost every argument about energy prices turns on a comparison with the past, and almost none of them cite one. The official figures exist: the Department for Energy Security and Net Zero has published the average annual domestic bill every year since 2002 for electricity and 1998 for gas.
They are below, in both the money of the day and today’s money, with the two things that make them easy to misread marked rather than smoothed over.

What a typical energy bill has cost
In 2025 the average household electricity bill was £982 and the average gas bill £752. Both are averages at the consumption households actually used, across every payment method and tariff — not a cap, and not a quote.
Cash is what was billed at the time. 2025 money is the same bill restated at today’s prices, so the two years can be compared without inflation doing the talking.

Gas bills before 2007 are not calendar years. DESNZ counted the total billed during the year, which covers consumption from October of the year before to September — the dates are shown on those rows. From 2007 onwards the figure covers the calendar year, so the step across that boundary is partly a change of definition rather than entirely a change of price.
The two columns are not the same country. DESNZ publishes the electricity series for the United Kingdom and this gas series for Great Britain — Northern Ireland has its own gas market and is not in the gas figures.

Why two columns, and which one to read
An electricity bill of £284 in 2002 and one of £982 in 2025 are not three and a half times apart in any sense a household would recognise, because everything else cost less in 2002 too. Restated at today’s prices, that 2002 bill is about £516 — so electricity has risen by roughly ninety per cent in real terms, not by two hundred and fifty.
Gas separates the two columns even more sharply. In cash it has gone from £296 to £752, which looks like a similar story. In today’s money it has gone from £540 to £752 — a rise of under forty per cent across twenty-eight years, and less than gas cost in real terms in every single year from 2008 to 2016.
Read the cash column to remember what the bill said. Read the today’s-money column for anything else — whether prices really rose, by how much, and when. DESNZ publishes the two side by side in the same table, which is exactly how the two get mixed up.
What these numbers are not
They are not a price cap. The cap arrived in 2019 and applies to standard variable tariffs; these figures run for decades before it and cover every tariff.
They are not what you were quoted. They are averages across payment methods, so a prepayment household paid more than the line shows and a household on a keen fixed deal usually paid less. If you want that split, the regional series behind the price cap page breaks it out by payment method for your own area, back to 2010.
And they are not a fixed unit of electricity. The bill is the unit price multiplied by what an average household used, and average consumption has fallen a long way — electricity from about 4,400 kWh a year in the late 2000s to roughly 3,000 kWh now. Some of the flatness in the middle of the table is homes using less, not energy getting cheaper.
The 2022 step, in context
The largest single-year move in either series is 2022, and it survives being adjusted for inflation. In today’s money the average gas bill rose seventy-two per cent in that one year, from £626 to £1,076. Electricity rose twenty-nine per cent. Nothing else in twenty-eight years of these tables comes close to the gas figure.
Where the two fuels have ended up is not the same story, and this is the part that gets lost. In real terms electricity is now at its highest in the whole series apart from the crisis years themselves — £982, against a pre-2022 record of £883. Gas is not: at £752 it is below every year from 2008 to 2016, when it sat between £786 and £1,069.
Nor is the combined bill unprecedented. Adding both fuels in today’s money, 2022 and 2023 were the two most expensive years at about £2,220 and £2,190 — but 2013 comes third at roughly £1,910, higher than the £1,730 of 2025. The crisis was real and so is the recovery; what the long series shows is that expensive energy is not new, and that the recent rise is mostly an electricity story.

Frequently asked questions
Were energy bills always this expensive?
Not in the early 2000s, but the 2010s were dearer than most people remember. In today’s money the combined electricity and gas bill was around £1,050 in 2002, climbed to about £1,910 by 2013, eased back to roughly £1,520 by 2019, peaked near £2,220 in 2022, and stands at about £1,730 in 2025. So 2013 was closer to today than to the early 2000s — expensive energy is not new, though the 2022 spike was the sharpest in the series.
What is the difference between cash and today’s money?
Cash is the number that was on the bill at the time. Today’s money restates it using the GDP deflator, so a 2002 bill and a 2025 bill can be compared without general inflation doing the work. The average electricity bill in 2002 was £284 in cash and about £516 in today’s money — the same bill, two ways of stating it. DESNZ publishes both, in adjacent columns of the same table, which is exactly how the two get confused.
Has gas or electricity risen more?
Electricity, by a long way, once inflation is taken out. Between 2002 and 2025 the average electricity bill rose about ninety per cent in real terms while gas rose under forty. Gas had the sharper crisis — up seventy-two per cent in real terms in 2022 alone against electricity’s twenty-nine — but it has fallen back further since. Real-terms gas today is cheaper than in any year from 2008 to 2016; real-terms electricity is at its highest outside the crisis years.
Why do the gas figures before 2007 cover odd dates?
Because DESNZ counted them differently. Up to and including 2006 the figure is the total billed during the year, which covers consumption from October of the previous year to September. From 2007 onwards it covers the calendar year. The table marks the affected rows, because the step from 2006 to 2007 is partly a change of definition and not entirely a change of price.
Do these cover Northern Ireland?
The electricity figures do — they are United Kingdom. The gas average-consumption figures are Great Britain only, because Northern Ireland has a separate gas market. That is how DESNZ publishes them, and the two columns are labelled accordingly rather than being quietly merged.
Is this what I would have been quoted?
No. These are averages across every payment method and every tariff, at the consumption an average household actually used that year. A household on prepayment paid more than the average and one on a fixed direct debit deal usually paid less. For what your own region paid by payment method, the regional series on the price cap page goes back to 2010.

Tables 2.2.5 and 2.3.5 of the Department for Energy Security and Net Zero’s Quarterly Energy Prices, published under the Open Government Licence. They are revised with each quarterly release, so the older figures here can move slightly as DESNZ restates them.
